house correspondent dan lothian joins us live from washington this morning. very nice to see you, dan. >> good to see you. >> here's the deal. we have republicans pitted against democrats. now we understand there are issues amongst republicans as well. >> that's right. they're in a tough spot here. they don't want to be in left in a position of being blamed for the fiscal cliff. you're seeing a division between house members and senate members. the reason for this is mainly over the 800 billion in new tax revenue. this was part of john boehner and plan. those tea party-backed conservatives say this is something that would help job growth. clearly what we're seeing here is republicans are not speaking with one voice. >> republicans should not be conceding that the federal government needs more money, negotiating with ourselves and treating the president's proposal like it's serious. >> we do agree that 8% of the american people are getting about 80% of this tax cut shouldn't have their taxes raised. my suggestion was let's take the one area we agree and take it off the table. >> but zo

hawaiian holiday. he'll come back to washington tomorrow night. nbc's danielle leigh is live. >> reporter: richard, good morning. there. is still a hope that a deal can get done, but confidence in that bargain with real reform has all but disappeared. americans are already taking a good hard look at their wallets, as confidence the country will avoid the fiscal cliff diminishes. >> i don't think there's going to be a grand bargain before the end of the year. there is hope a deal will be cut. >> reporter: if congress doesn't extend expiring tax cuts in just days, middle income owners will owe uncle sam about $2,000 extra a year. retailers will cut back in automotive, apparel and entertainment. >> once people begin to pull back on that, the effect will be dramatic. >> reporter: the national retailers association said retailer its support 1 in 4 american jobs and if the downward turn intensifies. for those, the wait is excruciating. president obama visited troops in hawaii over christmas after a frustrating week on capitol hill. he and speaker john boehner about $100 billion. >> the presiden

washington. what's the the latest on the talks or the silence? >> the silence seems to be golden, john. remember last week when all the players involved seem to be posturing and positioning and talking about negotiations? not so much, at least in the past few days. we know president obama and house speaker john boehner had a one-on-one meeting, right, on sunday, their first since mid-november. what were the details from that meeting and from the ongoing discussions? they're not really -- both sides are not really being forthcoming with what the substance of those conversations, both sides yesterday, the white house and the republican leadership put out statements. they're essentially the same. i'll read just one from boehner's press secretary. discussions with the white house are taking place but we have no detail to share about the substance of those conversations. the republican offer made last week remains the republican offer and we continue to wait for the president to identify the spending cuts he's willing to make as part of the balanced approach he promised the american people.

washington. >> when congress passes a law, it's basically just a frame work; then federal agencies delegated the authority to write regulations and rules that spell out just how the law will be enforced. before they become time, there's a comment period when the public, employers, companies, anyone impacted can weigh in. back in 1993, president clinton signed an executive order saying agencies should allow a 60 day comment period, but that's not happying with -- happening with four regulations tied to the health care law. one just has 24 days, and final comments due during the holidays. americans for limited government wrote to the department of health and human services asking for an explanation requesting that the comment period be extended. one of the regulations is more than 400 pages long, and regulatory experts say it's nearly impossible for a company to review something of that volume and prepare a formal comment in time. >> because of that, a lot of agencies work in secret. you know, the only people that know about them are large stake holders in industry that have full-time counsel

a real cliffhanger. members of the house are now leaving washington, now that a republican plan offered by house speaker john boehner, called plan b, was put aside. it simply did not have enough support to pass. boehner's plan would have raised taxes on those earning more than $1 million a year. after pulling the bill, boehner said it's now up to president obama and the senate to find a way to avoid the cliff. so there's no way to get a plan through the house based on republican support. that is the political lesson from this. but the day before, they said this is going to pass and then yanked it because the support in that chamber was not there. so i don't know quite where it goes from here. no one does. and now it's time for christmas break. so they get back and have less than a week to get something done before january. >> and the president isn't going to hawaii now, right? >> the last i heard, it was still up in the air. you can't imagine he would have a vacation now. or any of them shouldn't have a vacation now. but we don't know. so cliff hanger is the right word for sure. >>> now

"starting point" begins right now. >>> good morning, a major political blow for house speaker john boehner, one that will affect his position. house republicans abandons him, and it forced the speaker to cancel a vote on plan "b" which would have extended bush tax cuts on incomes below $1 million. congressional correspondent dana bash there was and watched it unfold. walk us through what happened? >> it really was stunning. that is the perfect word, soledad. i was watching all day, talking to republicans to try and figure out if the speaker had the votes. really hard to imagine he was so far out. so far out on this being a strategy. republicans want to prove that they won't let things go up. i was watching earlier votes. watching the speaker's team on the floor, trying to twist arms and trying to get republican votes, and clear from the expressions on their faces it was not going well
